Bad jpg quality? I don't know!

I have had to use layers and blurs quite a lot on my photo's now. When I shoot anything with a large plain area, the quality sucks Should I use RAW/raf (whatever it is). I dont have a very big memory card so I avoid using raw cause it takes up so much space.

I am using a Fujifilm S6500fd, and no matter what ISO, setting, whatever, it still has this annoying quality.

Does anyone know what causes this?

have you tried taking the same picture in raw and jpg and comparing them

it may be down to that, though reading a review of that camera apparently it has pretty good noise control
