Different purposes entirely, so different compositions, different pigments, different lightfastness, different adhesion, different mixing properties etc.

In short, you can use house paint or burnt sticks to make pictures, but don't expect them to be as archival as the ones made with materials specifically formulated for making pictures.

I guess quality is a difference, but another one is additions that make it easier to efficiently paint large surfaces, and keep the surface weather-resistant. Note that paint from a jar is usually a lot more liquid than the paste-like substance from a tube.
