To Make a boarder by just using the Marquee tool ( M ) Make a new layer, Select the whole canvas, by using ( ctrl+A ). Right click the screen while having Marquee tool selected, choose Stroke , you will get a window asking you how big you want your stroke in pixels that will be the width of the stroke/boarder, what color you would like, and the location, choose ( CENTER ) and the blending modes are extra options you can play with. Now click OK you will now have the boarder around your entire canvas on a separate layer. Now the one thing about using this method is, it will cut off some of your painting, or photo. Dont worrie it's on a separate layer so you can delete it if you do not like.
