Still working on this. Her hair is a challenge because of the fact that...it was ratty and matted, and some of it was wiry fake hair. Just what made Amy Amy!

You are not thinking enough about the structure of the face. You need a good solid drawing BEFORE you try to paint.
You are also overusing the soft-edged brush, which makes the whole thing look like mush. And you are focusing on minute details in the eyes and mouth while ignoring everything else, which is not a good idea - you should work more evenly.
Recommended reading: Andrew Loomis. Recommended practice: draw from life in pencil, learn to build formal perspective, learn to break form down into structure.

First off, good job getting a likeness, Google even found me your reference as soon as I threw it in.
Now for critique, as aren' stated, you're overusing the soft round brush which can not only lead to destroyed forms, but it kills any chance of having texture which skin does have. That being said, I know you know how to refine because you did it with the nose, so I'm not too worried about that.
Now looking at your reference, I think the mouth needs to be moved a few ticks to the right, and the edge of her face on the left obviously needs to be refined so she doesn't look like she is holding air in her cheeks. That lip stud needs to be considerably bigger as well. Another thing is, yes, parts of her hair are a bit messy, but I don't think they are quite as wild as you seem to have it in your head; a lot of the stray hairs are actually still following the same general direction the rest of the hair is going in, only a few of them are making loops like you've drawn.
Anyways, I think if you slowly work your way to refinement like you've done with the nose and collar you'll be fine. It's a good idea to keep flipping your image and take long breaks so you can spot your mistakes more easily.
