nice portrait - could use some sharpness though
hair and eybrows shouldn't be drawn strand-by-strand
and those lips are just scary (maybe 'cause they are much more detailed than other parts of the pic)
What I like the best is that it's a good likeness. The angular silhoutte is very good.
What I like least is the lips which, I agree, are probably the weakest part. They are a bit small, feminine and overdefined compared to the rest of the portrait. You might consider increasing the detail on his eyes.
You are getting a distracting stuttering effect in your brush strokes. You can eliminate it by reducing your "spacing" to zero on your brush. Increasing the sharpness of your brush may also be a good idea. At thumbnail size this looks brilliant but at full size it seems blurry.
I'd recommend not using obvious PS filters. They make good art look amateurish.
