You've got an attractive style there, very well suited for children's illustrations.
One thing to watch perhaps is your edges, they are a bit blurry where ther should be a more distinct separation. Like under the bag, the shadow almost melts into the dress. A sharper edge would perhaps bring it out a little more.
Another thing, watch out for those PS brushes! You can see them leave those marks up in the sky, and in the shadows on the gound especially. It looks a bit messy.
Other than that, the style is adorable and especially the girls head is well executed. And even though she has no mouth, it goes naturally with the style and doesn't bother me at all.

Heh. I look at anime characters all day long. I understand that this is not meant to be in that style, but to my eyes, it was a refreshing change from the typical, hard-edge graphics used for most characters. This one is delightful and very well executed. Thank you! ^_^

Really nice concept! The right hand looks a little too stiff though, angled or something. I can't quite put my finger on it. But overall it is good. :>
Everything else looks soft, cottony, doll like... but her hands don't.
It starts to deviate into a more cartoony style..
I think that inconsistancy stands out, but overall it's heading in the right direction.
It's very cute. I like it alot.
