Are you speaking of newsprint? I guess not cause that's more of a gray.
Parchment can be brownish, or beige but it's kind of pricey.
The cheapest thing I can think of would be to hunt down the rolls of paper they make bags out of. I have a friend who got a huge roll of it. It's tough, brown, and you get it in bulk. So if you could go ask a paper company for any spare they may have, they'd probably give it to you. Be sure to have a friend with you to help haul it.
And by spare, i mean scrap. There should be an odd roll that they can't use all the paper off of, here or there.
