I actually like the idea a lot! what i don't ike is the background, it makes no sense.. it lookse like you took a grudge brush, set it to xxxx amount pixels and just did random strokes..
Define the background some, and add some background light that will make the face make sense.. right now it lookse like the face is some kind of own lightsource hehe ^^
Also, the neck is pretty long .

Yeah definitely work on the background because it looks too pixelated, kind of like you put a texture down and then enlarged it. You might also want to try using some darker color instead of using straight black. It has a tendency to make things really dull and flat looking.

hm, i never worked with digital paining, but there are some little anathomy issues id like to comment...

firstly, you might wanna correct her chin / lips area. cheek looks a bit too flat and the chin seems to be a bit pointy

second thing i noticed was the way she holds her staff...wrist is in some strange angle...almost like she had her radial bone broken and it healed in a wrong way (trust me, i see these kinds of injuries every day )

    left arm seems ok...

theres also one detail which i think can be easily corrected....the hips are a bit too wide compared to the upper body figure... either shes slim, or she's plump noone likes the pear-like body figure

the rest is really nice...love the feathers

I was thinking that the grey partsof her costume can be beveled dark metal pieces with highlights and stuff...
