Finishing art is like approaching lightspeed, the closer you get, the more energy you need to make a significant difference. Also, it's subjective what's finished and not. There are several different states of finished perfection, an infinite amount some might argue. Who's to tell what's right and wrong? Finished is probably something that is consistantly detailed whilst also looking fairly good to the majority of people. Above that threshold there's some varience in quality ranging from 'hey that's kinda cool' up to masterpiece, but I believe masterpieces are incidental (although more likely to occur the more skilled the artist is).
A concept merely needs to deliver the points, and look decent, imo.
