Opacity problems in CS2 when creating custom brushes

When I try to define a custom brush the thing keeps coming back as 25% opacity. This sometimes even occurs when its a solid black brush. Any thoughts?
Awww, man!! Sorry about that. Yeah, thats gonna stain.
