What driver you using? In the control panel you'll have wacom properties and you can set up mapping in pen mode to map any portion of the tablet to any portion of either/both monitors. Depending on your model ad accessories you can get all complex with it. I have my pen in mouse mode but when I switch to photoshop or painter it automatically maps in pen mode to the main monitor. The mouse tool is mapped to the left monitor, it remembers all the settings.
