    I'm not sure, but I believe the developer has to pay for a GIF license - at least when the program should be able to write images. And if that's the case, I guess the program will either have to be "illegal" in the sense that they're not paying the license, or they will most likely want you to pay for the program.
    So, if I'm correct it will be really hard to find a free program to do it. Either pay for one, or use another program to capture "screenshots" from the video, and then paste them into a program (Painter?) which can save animated GIFs...
