Ye. Illustration is more about drawing stuff within given borders. Graphic design is about design, more then about actually drawing.

It's not as much about what you become but more which skills you learn. I'm currently studying Game Design & Development, Utrecht School of Arts as well, but i do not become a concept artist by doing that course. Actually, so far the only things about art I've learned while studying has been from my fellow students and our local sketchgroups.
The GDD course learns me the skills to be a game developer, in general, it learns me to make 3d models, program, make quality UI's, etc etc. It teaches me a lot of skills which I think I need for becomming a good concept artist. All my work on improving my art is done in my spare time. Choose the course which will teach you as much of the skills you think you'll need in the work you want to do, then see what stuff is missing and do that in your spare time. Finishing a course is not the end-all-be-all, it's only the start.

Clicky's which describe the courses at the HKU:
    Illustration
    Graphic Design
    Fine Art

Best advise I can give: visit the open days (in november I think), and check out all 3 courses, ask students and see which one best matches the skill-template you want to aquire.
