    you might want to check out the painter forums. in my opinion photoshop and painter are the best combination for any digital artist. painter for(actuall painting), and photoshop for little tweaks to contrast and color and the like. you can get both at education price for about... i think 200 dollars.

    Start with Painter Classic that's probably packaged with your Wacom tablet. It's so much easier to get 'grain' and this oil paint feel with Painter Classic than Photoshop.

    I'm not very advanced in Painter myself, but I've drawn/paint a lot with Painter Classic. The closest I've found for this oil paint similarity is to use the "Oil Pastel" brush, using the pressure you can blend one color into another. For smaller details like hairs, eyes etc the "Camelhair" brush works quite nicely.

    Frankly to paint in a more 'traditional' way without layers and such, you can get quite far with Painter Classic alone. The main bugger with Classic is that when you switch between tools it does not remember the settings so you always have to manual set the brush size, so it's best to organize and not switch too often between brushes.
