There is this project I created called "PanelSmiths" anyone fimilar with impro-manga will understand what I'm about to talk about.
Basically the project is based on artists deriving a story of their own creation or that already exists. The artist draws 3 to 6 pages of their script, then another artist picks up from where that artist left off. In the myst of all this every month or so I'll give one of the best submission $20.00 free of charge. Their is no fee to enter, etc.
It was basically created to have artist be given a deadline and see if they can meet while at the same time increasing their portfolio with their work. The $20.00 is just helpful incentive...
The only problem I see with this is people get greedy when it comes to money...it's free money if your submission is picked.
