Foreign client requesting ID. Is that common?

Hey guys. I'm currently in the process of signing contract with a foreign client and they ask for identification to make sure it's me, I think I'll be ok if I photoshoped my Lic# and address, the name should be enough to prove my identity. I'm wondering if anyone has encountered similar situation or most client just assume you are who you say you are.
    thank you!

In my line of business (accountancy) we actually have photos of passports and utility bills for all clients - required for money laundering purposes. Are they reputable? If so, it should be okay, but if you don't know or can't find out much about them, you should ask more questions. Word it in such a way that shows them you are worried about identity theft and require further clarification.

just get rid of all info on the licence except your name, photo, and maybe dob. If they need to know what the licence number is or anything like that I'd be very suspicious.

edit: by "get rid of info" I mean block it out in photoshop and flatten the image: don't deface your licence.
