As the title says, is there a video that shows how to do this? I don't really understand the concept of drawing from the elbow or shoulder, my arm gets heavy fast if I try to use my shoulder. It's also difficult to control the pen. I've been trying it out with the tablet in my lap but I lose a little control.. I'll be drawing for a long time (hopefully) so i'd like to do it in an ergonomic way.

I use this mainly for round shapes and straight or long lines. I think it's all about finding the right balance. I don't think that you are supposed to draw exclusively from your elbow/shoulder, this would be very exhausting over time. Just use it whenever you can, this will take some strain from your wrist and allows for more dynamic long and curved lines.
It takes some getting used to, so just keep trying around.
The idea is that you should never lock your elbow and shoulder as you draw, with a tablet or anything else. Keeping the whole arm loose prevents falling into stereotypical strokes and discomfort.
It doesn't mean you should try to do all of the control with the shoulder; but it should be always ready to aid the stroke.

It doesn't really apply to working on tablets - smaller ones at least. Maybe on the larger Cintiques, set up correctly it would be effective. As others have said the idea is to have better range of motion...drawing longer, graceful lines that flow and connect forms.
When starting to draw from the shoulder, you will start to develop muscles you didn't even know you had.
That is normal, the experience will improve in time...
