Hi test of animating in photoshop. I'm having trouble figure how to manage the frame rate and timing with rendering of the file, it plays nice in photoshop at 30fps, then i render it and its half the speed so i change it to 15fps and render it and this is that: then the one in color is at 12 fps. I still cant figure that out in Ps.

Also added a blinking to his eyes but found it sort of distracting considering nothing else is moving but his arm and the ball.

i love the basketball character- moving only his hand and not the whole body gives a very weird effect of a cheap animation series. try drawing the guy in each frame as the hand moves- just be accurate not to slide off form his figure- so use some other frames as refrence to the one you are drawing and not only the frame before.
the rotoscope is cool- but if you are looking to study and understand animation i dont think is the right way, because its all there already- all the shapes\directions\timing, theres no place for imagination else than costumizing how it will look- (which can be cool- ive seen several cool video clips made by rotoscoping, but still is not the way to study if thats what you are looking for).
I dunno, rotoscoping can certainly be a way to study. After all, you're copying real forms and it can teach you quite a lot about body mechanics, how far and fast a body part can move in like, I dunno, four frames. Reference is reference.
I'm afraid I can't help you with what's going on in Photoshop and the different fps, sorry about that. However your Viking dunk animation is looking pretty good. There is some crazy flickering going on, as if every other frame is blank which is making it kind of difficult to look at. Try double checking your PS file to make sure that isn't happening.
