Black tempra works well as the scratch-off stuff. For the base, anything white/grey and mildly water repellant (so that the black paint doesn't soak in) or flaky (so that the part that gets stained comes off) We used some kinda waxy paper in one of my classes.

The scratchboard you would buy in an art supply store has a thin layer of clay (or similar surface) on the board to give you that scratchable cushion between the paper and the ink.

Something you might try is to use a skim coat of plaster of paris on a sheet of heavy board (I've used masonite a few times). It's a little more challenging in the making, but if you have the skills, you can get fantastic results.

Just thought I'd throw that out there, too.

What I've done in the past with students in grade school was to take a sheet of paper and coat it with crayon (need a good wax base, you might try wax paper) and then paint over it with black tempera with just a little detergent (Dawn worked well). Let it dry and then commence to scratching. If you've used commercial scratchboards before you probably won't be very excited by the results but it's a fairly cheap way to keep in practice.

    What is a scratch board?
I'm trying to think... but nothing happens.
