    Is this a person?
    If so:
    The eyes encroach the temple. The face is very flat (2 dimensional) and suffers the usual flaws when it comes to drawing a cartoonish person (example: pentagon face, pointy chin, large angular eyes, unusual philtrum, small forehead). Look at a normal face and distort that to what you want and you should resolve most of the problems.

    Person or cat or not I think you lost a lot of lines when you scanned especially at the hair line (which is relatively low because of all the space the eyes take).

    I know the shading looks god awful, it was scanned using a commercial scanner.

    On top of that this was done in less than 20 minutes so I didn't spend much time on it.

    Agreed with MisterBoo and others, and if you know the scan is awful and if you didn't put any effort into drawing this, then it's pointless to critique it (unless you plan on completely redrawing it, but even then your excuses won't work). If you just want to post some stuff, rather start a Sketchbook at the Sketchbook forum and leave the Critique section for images you plan to improve and put effort into.
    Also you could attach the actual image to the post.

    When a picture lacks so much on the fundamental level, it doesn't really matter on the scanner...

    Study study study. If you like drawing heads, take a magazine and draw people from there. Or use internet sites or if you can get someone to sit down for you it would be great.

    so start a thread in the sketchbook forum, and use the "manage attachments" button to add your images. And put a link to your sketchbook in your signature so we can see your progress
