Photoshop/layer up layer down quick key?

Is there one? I know you can cycle thru them somehow with [ and ] but I still have to click over there to use it, trying to speed paint and I am trying to get all the quick keys down to speed up the process.
is there a custom quick key menu?
    please and thank you.

hold control and use the same key as you do to cycle them...

And you can't define custom key commands... At least not through photoshop (though I'm not sure if you couldn't remap your keys to do some sort of command within photoshop).

I heard in Photoshop CS there was some hotkey customization options...not sure on that.

You can, however, use Actions to do some things, and tie them to the function keys (f2-f12) and also with combinations of shift and ctrl. I made an action, for example, to flip the canvas horizontally, and tied it to the F3 key. (this is possible in at least ps7, not sure about other versions)

    Actions!

Thank you much thats awesome, actions, not hard to do at all slight learning curve. If I remember correctly actions have been around for a while in ps.
thanks again. now to get to work.

I think I used Actions way back in 4 actually... And to be honest, I hate CS... It's just a buggy version of 7... There's really no big advancements.

But that's just my opinion... Anyway, I also you can use actions to set hotkeys to do everything under the sun, except draw...
