I consider myself a somewhat good drawer, and a learning painter, so when I paint images, I often rely on the sketch to keep it good looking. If I remove the layer of the sketch, things just go odd and gross looking. The sketch provides somewhat of a definition.
My question is, if you can clearly still see the sketch, rough and everything, would you consider the image unfinished?

Depends on what the goal of the image is.
Nice style - I think the sketch works just fine...but that is just based on the one image. And you might want to use the term 'draftsman"...just sounds better. Post some more stuff - I like what you're doing.
No, I wouldn't consider it unfinished if you can see the sketch underneath. I happen to like seeing the drawing under the painting. But it really depends on what your end goal is. For this piece, I think it looks great with the drawing visible, and I'm guessing that when you were painting it in Painter, you were painting with that layer visible and so adjusted to incorporate it. Another artist may have started with the same base drawing, but may have opted to go more painterly and would have put down the base colors (low opacity or some blend mode if above the drawing, or put them below so they could be seen), and then added more opaque layers above and painted over it so the drawing was completely hidden. Again, personal preference and goal for the image.
Looks fine, but it's finished when it's finished, which is when you say it is. Personally, I'm a big fan and user of integrating the sketch with the paint, but it's mostly a stylistic choice.

Rule #1 of depicting soldiers: KEEP THE DAMN FINGER OFF THE DAMN TRIGGER.
If, however, you want to push beyond having a sketch in there, try painting over your linework rather than simply turning it off. When your work loses the lines you'll be forced to consider your edges more, as well as the values of the shapes.
Seriously though, I like the style as it is, as a finished piece.
I'd rethink the white halo though, unless you were going for an edge bleed effect from a strong back light.
That's what I'm seeing it as on her torso, but on her left arm her hair would be blocking that light.
If that's what you were doing.
Either way, I'd say it works with the sketch showing.
It looks finished. Which is all that matters as far as stylistic decisions go.
However, the coloring seems to be relying on the value and the direction of the marks within the sketch to maintain the form. The application of "paint" could be doing more.
For instance, the armpit would flatten out considerably if the sketch was turned off. As would the area under the neck, as there's no obvious planar distinctions other than overlap to indicate depth, such as value, saturation or edge control.
But that's just me, you're looking for feedback, and I feel as if specificity can't hurt.
I wouldn't consider it unfinished, (though partly depending on how detailed and finished or shoddy the original sketch and the colours, brushwork and other things are) but I would be likely to consider it more like a speed paint, "quick work" in the manner of "I didn't use 20 hours to render this and it's okay".

I'll try put your advice in my future works. As for posting my art on ConceptArt, I'm not entirely sure my skills are up to par yet.
You have a lovely style going there, so since I pretty much agree with everyone else, I'll tell you that you can put your works up on CA ANYTIME. Anytime, any level, just put them in your own Sketchbook thread (in the Sketchbook section), or other appropriate sections (Critique, Finally Finished, etc.) and you're good!
