The way I blend in Painter 7 is to use brushes or modify other brushes to where they have a lower or even no saturation and a lot of bleed. This allows you to work the colors around a bit and do the blending your probably working for. I can't comment on Photoshop 7 though.
You can find Bleed and Resaturation under the Brush Controls window and they are under the "well" pullout.
I hope this helps a bit.

As far as I know, there aren't. Maybe in PS7 new brush engine ?
As you move away from Painter you are going to use more 'digital' techniques than traditional style ones.
One way of blending in Photoshop is to build up : use a low opacity brush, and paint over a few times to darken/saturate the colour until it matches what you want. Colours wont mix as in the traditional media however, but with practice you will find how colors mix.
Also use a smooth brush. Pressing shift [ ] will change the smoothness ofthe brush.
And work at 4 times or more the final resolution that way you can make details with a small round brush, but the strokes of the brush you can see at original resolution will disappear and blend when you resize the image down.
