It's easier to learn anatomy from a nude model, so you should definitely seek it out if you can, but colleges understand that not everyone has access to a nude model.

Please correct me if I'm wrong, but usually Figure Drawing means nude (or almost nude) drawing of a model.
"Clothed Models" are mostly portraits, and they often don't show one's drawing level (in particular, knowing anatomy) if compared to figure drawings.
I guess they've asked for the 1st version. But why wouldn't you ask them yourself? ::

The portfolio that gets you into school and the one you should have leaving it are two VERY different things.

Besides, my subjective point is based on knowledge of two different art studying systems. In Russian art schools (especially in St.Petersburg) requirements are higher and the contest for being accepted is quite high as well. So here they want to see your portfolio only to decide whether to allow you to take exams (in drawing, painting, etc) - or not. Though portfolio won't let you INTO the school, at least it will let you being "considered".
Again, no matter where your school is, and no matter their requirements (or no requirements at all) - you should build your portfolio day and night, knowing that you do this - first of all - for Yourself (or as your mommy used to say, "for your own good, my dear!")
