    Converting image files to cartoons, what are the options?

    I'm looking to take drawings (image files) and convert them to cartoons, paintings, whatever else.
    I also want editing options so I want increase, add color, whatever, advanced editing.

    The programs I have seen is for photos and not image files or drawing or things other than a photo.
    Also, it does'nt look like you can do alot of touch up or even approach starting touch up.

    These programs have been free, are there any free or paid programs to do a top notch job?

    I want to able to take a drawing a kid draws, save it on a file and convert to a cartoon, painting, many options and do a heck of a lot of touch up (editing).

    Adobe makes a really cool program called Photoshop. Check that out.
