I'll make this as clear as possible. If I enjoy making it, you'll be paying less. If I can use it in my portfolio, you'll be paying less. With that in mind...
30-80$ gets you:
Preliminary sketches, rough pencil drafts, rough b&w full body renders, photo manipulations, full sprite sets, b&w single pinups (no or little background), full b&w bust/profile, logos, b&w tattoos, limited pallet graphic designs (t-shirts, etc), small digital illustrations.
90-180$ gets you:
Medium digital illustrations, full color bust/profile, full color pinups, full body orthos(front, side, back or isometric front, back), small to medium-small natural media illustration (charcoal, pastel, oil paint), low detail digital landscape, 5-10 panel sequential sketches, black and white graphic novel full page, large/color tattoos, mechanical drawings(vehicles, robots).
190-400$ gets you:
Large digital illustrations, high detail digital landscapes, medium to medium-large natural media illustrations, graphic novel full color page.
Anything over $400 would be oil on canvas, no single digital item will ever exceed that number. Economic crisis and all, gotta take what you can.
You got green, I got time. I primarily do character work but I'm proficient in sequential, graphic design, and landscapes as well.
Not above erotic either, if that's your bag.
However, due to the flakiness of a few would-be clients recently I'll have to ask for a portion of the commission(1/3 to 1/2, depending on the scale) before-hand.
Anyone able to display a history of agreement integrity can forgo this stipulation, however.
I use Paypal with the above email address and am verified.
