When coloring try not to have too dark or too bright values. Apply a semi-translucent gray layer over the image to lower the contrast and jump in with the overlay layer to color the image. At least...
No, 3000x3000 image is 4 times bigger than 1500x1500 and will take 4 times more resources. The dpi doesn't matter at all, you can change that number to whatever you need.
I'd start with 150 or even less, then upscale and finish the work at 300 then upscale to 600 at the end and maybe add few details. 7800x11400 is a ridiculous resolution. You may have enough ram but...
