It sounds like you might be too caught up in detail. I know I first started to "get it" when I started using charcoal. Using the broad side of a stick of charcoal alternately with a big eraser helped...
Been a while, sketchbook. I was posting in the fine arts section, but maybe it's a little more appropriate for these photo ref studies to go here. These are no more than 2 hr sketches.
He's definitely looking at the model and taking measurements, but he's also using his existing knowledge of head construction to do it.

Blending typically won't make ugly brushstrokes better. You have to go over bad brushwork with better brush work. Since you are working digitally, you can ctrl+Z until you like it.
