I'm aware of several dozens till over a hundred different brushes for photoshop CS, and the possebility to define/create your own brushes (just go to the help/tutorial section on how to do that)
I have heard of this elements to CS upgrade about a year ago on the adobe forums, but it was a short running thing.
Basically because PS elements is rather cheap ($90) compared to CS2 ($600) adobe...
In Photoshop CS i know that you can use the "inner and outer glow" feature on an object that is on it's own layer. You can get there in the layer menu, and control almost every bit of it.
Isn't all art based on that? And what we see is what will come out of many experiments.
You could try and scan a piece of cloth and adjust that a little for color to use as a background? Try it with the lid open and closed for effect.
Paper is less suitable for it, but an old blanket...
For technical drawings i'm more inclined to go for autocad. Vectorworks might be a good thing too for that, but i like the simplicity of AC to put lines just about anywhere you want.
I'm not really sure, it doesn't involve much stuff that goes it's way with filters (except for the text that was used as an example in the end)
I think its not filter heavy for raindrops.

A couple of nice and not too expensive (means less than $500) programs for architectural design are prinaesi and sketch up.
Bith are a bit 3d related, and for piranesi you get a lot of photoshop...
I think i will do it easy today and just link you to what i think of a very nice set of links/info etc. on photoshop (5 to CS2)
