Really nice pic, good composition, this mermaid/sea horse woman (what she looks like to me) is well-conceived. I think you need to look at her right arm tho, the upper arm is too long and the forearm is too short. I think you can keep the hand where it is, but the elbow needs to move closer to her.

The water or fog she's emerging from looks good, but I think you need to make it a color other than black. Keep it dark, but make it blue/green/red, anything but black. Same goes for the white background, keep a light value, but choose a near-compliment to the color you decide to use for the fog.
