Do all of Seedlings assignments, read and practice anatomy, read and practice perspective, do oils/acrylics/digitals and everything that goes, take life drawing classes. Always carry a sketchbook with you (and use it, carrying around is not enough!)
If you want to draw characters and creatures then you should draw alot of people and animals naturally. Once you understand how these work you can begin inventing your own crazy believable designs.
Here's Seedlings thread;

Here's community activities and there's tutorials here;

That's my tips

In order to do this, you have to be great at Design, illustration, painting, sculpting, ...the visual arts.
Proffessional concept artists do A LOT more than just design creatures and characters all day. for most of them, concept art is just a "day job".
