I have a screenwriting background and new to the art world. right now i'm trying some marketing ideas for a buddy and I had a 3 page graphic novel piece in mind, probably not as cool as other jobs but I'm trying to bring some creativity to hordes of boring office drones.
It's a simple storyline, enough to get the point across, but i have no idea about pricing. I would definately pay, but don't have deep pockets either. How much would we honestly be talking about? How long would an artist take?

Depends on what you want. As the saying goes:
Fast, High Quality, Low cost.
Pick any two and forget about the third.
If you want it done fast and at high quality? It won't be cheap.
If you want it done high quality and cheap? It won't be done fast.
If you want it done cheap and fast? It probably won't be very well done.
Comics are generally paid by the page and the price will largely depend on the sort of artwork you want. Some comics are only pencil and colour, some are pencil colour and inked, some are just inked in black and white. Also the price will vary depending on whether you find one artist who will do all the stages needed or have to hire a penciller, an inker and a colourist.
Get some idea of what you actually want in terms of skill, style and deadline, then ask around for some idea of the market price.
