Routines help immensely. I've completely fallen out of mine, but at least I have school as an excuse! :)

Well not really, my time management skills suck (e.g. I have a paper due tomorrow, so what the hell am I doing here?), so I typically have to "trick" myself. These tricks involve:

1. Convincing myself that I'll only spend a little bit of time on art and then I can get back to goofing off (when I know damn well that once I get started I could be wrapped up in my artwork all night).

2. Keeping my work area clean. Sitting down to draw is more appealing when I don't have to clear two tons of crap off of my desk first.

3. Completely removing myself from all distractions (like videogames, Magic: the Gathering cards, internet, et cetera). Lately I've been trying to go to the school library more often, then I have nothing else to do but what I brought with me (be it artwork or schoolwork).

As my presence here announces, none of these tricks are working at the moment. But the hardest part is just getting myself going, once I get some momentum I can coast from there.

Great idea!
I too spend way to much time fumbling with a piece and eventually ruins it.
I will try this, thanx. :]
