Quick Question

OK, i am new to photoshop but really eager to learn. I have been looking at a lot of tutorials and i notice that a lot of them start out in black and white and just block in values, then once they are done this they add colour, but use the same values that were blocked in with the black and white. Do they use a colour layer over top of that or something else? Any tips on how to do this would be greatly appreciated.

yes actually. change either the brush mode or the layer mode to "color" then just paint over the greyscale.
