Book Cover Mock Up

I have been writing a book and to keep me motivated I would like a mock cover made for it. It would include a background environment, a dragon and human. Possibly I would like a title done for it, but it is not necessary due to money constraints. I can pay no more than $75 for this. I would require artist to sign a non disclosure agreement. I can pay via Paypal or money order, or as discussed. Thanks!
