i compleatly suck at it.

is it possible for someone with no drawing talents become a decent artist?
and if so how long will it take?

You will develop throughout your entire life getting better and better. And good is a matter of taste. If you suck at it and want to get better, then grab the nearest sheet of paper (or any surface will do) and start drawing. Read up on anatomy, color and values.
