first of all, there way to less color in this piece, which makes this unpleseant to look at, it gives the you the feeling its a cold, grey and cloudy day

now, the hair highlights have alot of contrast, and her left shoulder stands to high
and i don't understand that weird bump below her left arm, if thats supposed to be her breast ?

This first one is what I see to be the body structure. (I tend to draw a women without breasts, then add them when I feel I have the angle of the torso I want.)

There's a line on her side that's making me confuse what I think was intended to be her ribcage for her breasts. (1)

Her shoulders are too close together to be as relaxed as you are implying them to be with her shoulder blades. Pulling them back will make them match her shoulders and give a more interesting feel to her gesture as pulling her shoulders back will her deliberate in lifting and showcasing her breasts in a more playful fashion. (2)

Her breasts have the most problems. First of all, it looks like you're trying to show both of them because of that line. Get rid of that. There is no way that you can see both a woman's shoulder blades and both her breasts at any angle since you can't see the total front and back of a box at the same time. (Not taking top and bottom views into account though. That doesn't really work for the body anyway because of the curve of the spine.)
Also, if you can see her full back, the breast is very rounded and weighted from the side. Unless her breasts are malformed, you shouldn't have the nipple shape there.
No matter how large the breasts are, they will be rounded and pull further down with little support. (Unless she had a surgeon that got his license off the back of a cereal box.)
It gives me the impression that you didn't use any kind of 3d shape for guides when you drew the figure. It's a good idea to do that because it helps give volume and you can see the planes on which the breast would hang and interact with the chest.

decide where you want the light to come from.
the highlights on her hair suggest light from above, the face kinda too,but the body is rendered like a flashlight hit her front. also, she kinda looks like she's made outta metal (bright highlights, little shadow),and why you put such a deep blue lipstick on her is beyond me (beside the fact that lips can never be pure blue because the original red will mix with the lipstick). as someone said, the light is rather cold aswell (cloudy day), and the skintones make it look like she's got a sunburn. i recommend this tutorial (http://www.itchstudios.com/psg/art_tut.htm) for a good look on how to render flesh, and sunlight aswell (also generally good). try to make both eyes about the same size (happens to me too) and try to think about your soft and hard edges. it baffles me how you made the lips (which are soft),really hard, and the skin really soft (to the point of blurry).
i do have to say i like the water effect though, looks somewhat real. incorporating a horizon would probably help a great deal aswell, plus adding some more elements beside the girl and the ball.
