I find Photoshop's brush selector disorganized and confusing. Is there a way to organize your favourite brushes in one custom pallette, so you can quickly access them without having to go searching? Or is it best to just make your own brush/tool preset library?

I'm not sure if there is actually a way to organize them like that, but what I did was load all the brushes I had, and delete the ones I didn't want then saved that as a library, and I did that a bunch of times to make different sets of brushes saved as their own libraries or presets or what ever they are called, then I just click that little icon in the top right corner of the brushes and click replaces brushes and load up the ones I want, that way there is only a few to work with rather than hundreds to search through.
