Try searching for color theory in the tutorial section. Here is a good one that helped me a lot by Prometheus|ANJ

The sense of smoothness is achieved by value gradations over a larger area. The folds in the character's face are created by the value difference between light and dark areas producing the sense of shadow. Whne that difference is large its percieved to he a deep fold. Smooth gradation creates the sensation of a smooth surface.
In my own art I used this principal in this work in progress, Voodoo Qween, produced ,unlike similar work In Adobe Illustrator. Notice the sensation of smothness produced by the gradual value shifts over her skin. Even though these shifts range from nearly white to charcoal black, they seem smooth because the occur over a relatively large area.

In the case of your own painting I smoothed his face using two methods.
1. In the area under the mouth I eyedroppered lighter tones from the face and filled in the dark valleys in the foldsl. Then I daubed fairly tranparent highlight values over the greater surface. Finally I airbrushed some darks at the far edge of the jawline to smooth it outh there.
2. In the forehead area, I used good old gaussian blur on a selected area. Gaussian blur was used to acheive the blends on Voodoo Qween too...

By the way your picture was retouched in Corel Photopaint 10.
Voodo Qween was done in Adobe Illustrator 9
