The FA people are only going to help with assessing what fed aid and fed/state grants you are eligable for. After that, it is up to you to find/apply for scholarships, grants and loans.
What exactly were you wanting them to do that they aren't already?

On the Scholarships (http://www.artcenter.edu/accd/financial_aid/scholarships.jsp) page of the Art Center website, there is a link at the bottom to a pdf file that contains a list of scholarships. Is this the same list that they gave you?
I noticed that the last page of this document has international financial aid information.

If you are an international student, the financial department is somewhat limited in the options they can offer you, that's probably why you're not getting a whole lot of anything.

I'm not so sure you're not taking this thing a little too personally.
You do have to realize that since you are a foreign student, the resources to you will be limited. To expect any financial aid office to give you more when there isn't any to give is a bit ridiculous.
Now if you were treated bruskly by a particular financial aid officer, then I would suggest possibly asking to speak to someone else in their offices.
Don't give us how you feel as though you've been treated... it just makes it sound as though you want more money to go to school. And who doesn't want that?
