Has anyone else noticed that the fine tips on prismacolor markers become dry and useless waaaaay before the broad tips? Is there any way to overcome this problem?!

When you put your markers away, store them horizontally (lying on it's side). This way, the ink won't run down to the chisel-tip and drain from the top bullet-tip.

It says so on some brands of markers. The problem is most trays only have vertical storing-slots.

You could replace the fine tips with new ones? Or isn't that possible with PRISMACOLOR markers?

I use COPIC markers and you can refill them and exchange the tips.

What do you need that fine tip for anyway.
I use AD markers with one big chisseltip. When I want a thin line, I just rotate the thing and I got a thin line...
Use alcohol based markers. Prima's dry out before they leave the box.
