what is the link between concept art and matte painting? can a concept artist be a matte painter and vice versa? i mean can anyone work in the 2 fields? or there is no link between them?

yes you can work as both - why not? And there are several people here that do both I believe.
Matt painting though is a very specific task - creating or extending (photo)realistic BGs with little room (depending on you lead) to bend the rules cause after the end of the day it has to read as a realistic image...
whereas for a concept artist it is probably the best thing to bend the rules and be as creative as possible within the given perimeters of the project designing just about everything, in different styles, etc...
so if you have a split personality...:wink:
Matt painters usually do a concept of the piece that they will take to a finish themselves -
depending on where you work: you will be asked to just do a final matt painting that has already been concepted out OR do everything from beginning to end - start your own concept, build it, stitch it, light it, comp it, etc.etc...
