Can anyone tell me why i cant save as jpg or bmp in photoshop CS?

I think what you are looking for is "save for web"

Any file, or just specific ones? Can you give some more details?

if the image has multiple layers, then merge them first

Hi toast2850, you have not mentioned details in your question. Normally the procedure for saving a file in another format is "Save As" option. You can access this option from file menu or by key board short cut Ctrl+Shift+S. From Save as Dialogue box you can chose required format from format dropdown list.
