I need to submit a thumbnail image to a contest, but it NEEDS to be under 4 kb. I've tried numerous times to get it as small as possible in photoshop's save for web setting and the smallest I can get it, is at 4.5kb.
(heres the thumbnail)

I think the minimum size of a file on some OS'es is 4096bytes (4kb). There's some sort of block/fragment whatever thing going on. The file can just be a few bytes but it'll still take 4kb whenever it's written. If a file is 5000bytes it'll use two blocks and so on. I think the Mac also stores additional files with a file, like thumbnails and various info. I sometimes see those files when transfering stuff to the PC

Just as a note, if you wanted to squeeze it even further you could save it as a PNG file and run an optimiser on it.
