After scanning a bunch of drawings, I noticed that a greyscale image in PS looks lighter than the image viewed in something like Internet Explorer or Paint or whatever.
Does anyone know why this is?

i'm not qualified to give a response, but i'll try since no one else has yet:
it may be a problem with how your color settings (Ctrl+Shift+K) are set up in PS. in particular, the kind of RGB working color space and Gray settings may be worth playing with. there are many more authoritative sources on this subject online than i am, but i hope this points you in some direction that is useful.

Sounds like your PS grayscale workspace is set up with a 1.8 gamma (the standard for Macs and print), vs. Windows' 2.1.
