making a real foto painted

there are some tools under filter that can make a picture look as though it was painted, just have a fiddle around.

Short answer: There is no such thing.

Long answer: Yes, Photoshop offers "artistic filters" that are intended to transform images into paintings, drawings, etc. But these have very limited use. Basically, you have to actually paint the picture if you want it to appear painted.
