Complaining about having too much time is similar to complaining about too much money; you're going to find few who are sympathetic.
And it certainly depends on how serious you are about art, but I'm pretty sure there's enough there to fill several dozen man-hours per day. Of course, it's also important to fill your visual library, so going out and observing is also worthwhile.

Play Warhammer 40K!!!
If you have more than 500$ to spare, of course ;)
Now seriously, have you tried modelmaking and sculpture? its nice, relaxing, and as a plus you are making your skills grow (in sculpture at least).

Get a girlfriend.
He wants a hobby, not something to take over his life, crush his dreams, agonize his last nerve and distroy any shred of self respect he has...but i guess that does eat up time. :)

If you're serious, look for something remotely art related that you can leave sit for a while if you have to...killing two birds with one stone kind of thing...
Scratchbuilding models
Quilting or something like that
Beads
Doing something like assemblage art where you hoard shit of all kinds and assemble it into a piece of "art." I quoted that because you can be as serious as you want with it and actually produce true sculpture.
Make books/bookbinding
Make block prints or similar
Make paper (it's easy)
Make your own art supplies. (Not hard)
If you live near a woods, etc., drift through it and find things that are interesting or easy to work with, and then make something out of them. Walking sticks and fantasy weapons from saplings, that kind of things. It would give you some practical knowledge of how people without power tools had to work, which is good to know if you're into fantasy and period art.

complete control over the kinda of paper I want to use in my skb,
