Here's a portrait I have had in the critique centre, which I have definitely finished now.

This is still very blury and unrefined. The hood stands out as especially muddy and rushed. While you did a decent job of capturing light on the face, the features don't really seem to click with eachother. What I mean by that is that they seem a little like they were arranged after you first had a basic head shape and don't really look unified as a whole. So we have generic, slightly glazed over eyes, a nose that doesn't quite make sense spacially and lips that seem a little out of proportion. A little like these are all featues that belong on different heads but not together. I don't know how much sense I'm making as it is sort of tough to describe what's going on here. An understanding of what lies under the skin may help as it can be used as a foundation to build up from. Either way, when drawing the head initially, simplify it into simpler geometric forms right off the bat. It's important that proportions are nailed early on before you start to go in tight with your rendering. I hope that helps. Keep pushing.
