His expression and stance combine to say "goofy."
Which is fine if that's what you're going for, but if not...

but is head doesn't rly sit on his shoulders
is it meant to do so?
maybe adjust it to be in the middle of the sholders

The head is in the right place, his right shoulder is dropped back and he is turned slightly.

I love it, it's cool. The only comments I have are the wind blowing the cloak but not his hair and some shading is missing, like under said cloak on his chest.

Thanks for the input folks. I actually was going for a slightly goofy appeal about the character because of his background. I'm glad you picked up on it Elwell. I'll fix the hair too (I made a rookie mistake and I'm ashamed)
