1. who designs the cg stuff for movies and/or the characters and things for video games? am i correct? is it concept artists?
and
2. assuming the job title is in fact concept artist, what should i major in in order to get to that?
currently i am majoring in visual art with an emphasis on drawing.
i think im headed in the right direction but i just wanted to make sure and i just found this awesome site so i figured id ask :]

Yes, you're correct to assume it's concept artists that come up with visual feel in movies & video games. But realize that there's usually a huge teams of people working on this stuff- and everyone has some input into the look of it as well.
As far as majors to consider, look into Illustration with a heavy emphasis on Industrial Design or vice versa; some Animation, Photo, Film and traditional drawing and painting never hurts either. Part of what you've got to be able to do well is convey a story, a mood and make it look believable.
It's a never ending process in your development so never stop drawing.

one other question tho,
can i prepare for a career like that at a regular college?
or will i need to go somewhere really expensive like full sail? lol

You can go to a regular college or university and still excel because YOU make it so, but a few of the advantages of going to an arts specific college is that you're totally immersed in art 24/7 (you'd be amazed at how much you can learn from other departments within an art school), the contacts you'd meet there, the school's alumni base of working professionals, the competition that will push you, and just the much more intense level of training that you'd get across the board.
One funny thing that I've noticed is the interaction at an art college is that almost everyone there is an absolute art geek of some kind. On a regular university campus, discussions of things like The Lord of the Rings trilogy, speaking Vulcan, glaze consistency, painting with gouache and other industry specific terms would get all sorts of weird stare downs from non-art people.
If you decide to go to a real art college, you'll be joining other highly motivated arts people just like you. Hopefully they can motivate you and vice versa there.
